Unconfirmed Class 1: Unknown, China

I heard of this outbreak through an online forum. I dismissed the case however when I questioned the person about it and he wouldn't supply any more information beyond what he had already said. Which was that his brother is a private security contractor and had stated this town had been quarantined because of a plague which killed four.
When looking for information on this I found many events in small towns in China where unneeded force has been brought in to secure plague areas. In many of these cases people go missing and never return: even after police and mercenaries show up to quarantine the city. Most cases seem to boil down to a very small area, only a few houses in fact but the whole city gets sealed off each time. This happened in 2009 and 2005 officially but rumors and signs of it happening more commonly can be found.

The response seems a little over the top, police, mercenaries and military support, but at the same time with such a large population, any plague in China could quickly get out of hand. Media is kept to a minimal but this is also very standard of China and can be taken either as the Chinese government hiding something more then most suspect or simply as the tight security they say it is. In the case of each town the personal details of the civilians and soldiers killed are missing.

My suggestion: While the event itself isn't a lot to go on there may be something in the fact these events appear to keep happening.
